continued to grow. -- deficits continued to grow. and the obama administration has run annual deficits of well over $1 trillion. now i'm constantly hearing from people, how did this seem to happen so quickly? it has been decades in the making. and indeed, many of us have come to the floor regularly and we have talked about it and we have offered bills in a would address this. great example of this, every year i have offered bills that call for 1%, 2% and 5% spending reductions. we have the appropriations process where members have come to the floor and have offered amendment after amendment that would reduce what we are spending. we on this side of the aisle also believe that you have to have a budget. now, the president had a proposed budget and nobody wanted to vote for that. so we put it on the floor and i think it got one or two votes from the democrats. the country has not had a budget in over 1,300 days and there is a reason for this and that is because the budget we have passed out of this house has gone to the senate each and every year and it sits on harry reid's desk

in the obama administration. not twice as large than the largest deficit in american history. not three times as large as the largest deficit in american history. but almost four times larger than the previous largest annual deficit in american history was the first year deficit recorded in the obama administration. we tip, that was the first time ever we run trillion dollar deficits, we continue to run trillion dollar deficits throughout that time. tax policy hasn't changed during that time. tax policy is exactly the same. you hear in the newspaper all the time, mr. speaker, the bush tax cuts. i don't know that that has meaning anymore. in 2001 and 2003 we did do some dramatic changes to tax policy. president obama extended all of those changes in 2010. that's the law of the land still today. tax policy has been exactly the same over this continuum. what has changed, mr. speaker, what has changed is the spending. the reason deficits have grown not one, not two, not three but almost four times larger than the previous record deficit in american history is not because tax policy ha

going to be, i think, the obama administration's call especially with the external pressure of the israelis kind of constantly hovering out there and netanyahu's talk about a red line. when is the united states going to get really serious about the second track? i'm one of these people who believes there is an agreement out there that could be reached and that would lead to a non-nuclear weapons iran. but i think the diplomacy has to be stepped up. and jack's point about a republican conservative able to achieve agreements of this sort that are more difficult for a democrat is a very important one he here. no matter what kind of agreement -- if there's an agreement reached with iran, it will be attacked by a lot of constituencies, but many of them are going to be republicans. >> i could give you many examples where democratic president has reached major agreements, too, but well let that go. jack? >> in any situation you have windows of opportunity possibly. there are other times when the personalities make it impossi e impossible. it wouldn't have helped in the 1930's. the thing i
